Foreign nationals settling in Latvia quickly run into two documents: a rental agreement and a declaration of place of residence (deklarētā dzīvesvieta). Both sound like paperwork. Both are, in fact, legal statements about where a person actually lives — and treating them as mere formalities is where people get into serious trouble.

What each document actually is
- The rental agreement is a contract giving you the legal right to use a specific property. Under Latvian law it must be in writing to be valid.
- The address declaration is a formal statement to the state that this address is where you live. It requires a lawful basis for being at that address — ownership, a tenancy, or the consent of the person entitled to the property.
The second depends on the first being real. A declaration is not a product you buy; it is a consequence of genuinely having somewhere to live.
Why the "cheap declaration" offer is a trap
You will find people offering an address declaration for a fee, with no actual accommodation behind it. It looks like a shortcut. It is not.
- Declaring an address where you do not live is not lawful. The declaration can be annulled — and annulment can happen long after you paid for it.
- For a foreign national, the fallout lands on your immigration status, not just your wallet. A residence permit resting on a false premise is a permit at risk.
- The person who arranged it is also exposed. Anyone treating this casually is telling you something about how they will treat your problem later.
The honest test: if you genuinely rent the property and can live there, the paperwork is straightforward. If the whole point is that you will never set foot in it, no amount of paperwork makes that lawful.
How to do it properly
- Secure real accommodation — an actual property you rent, with a written agreement naming you.
- Get a compliant written contract: parties, exact address, term, rent, payments, and the landlord's consent to your declaration at that address.
- Declare through the proper channel and keep your copies.
- Check current PMLP requirements for your specific permit type before you rely on anything.
