Dubai is often sold to investors as a safe haven. We compare it with Riga on prices, yields and the cycle. And on what the brochures leave out: who builds the city and what kind of money flows through it.

×3.2

is how much more the average square metre costs in Dubai than on Riga's resale market. Gross yields in Dubai are lower at the same time.

Key points

  1. Dubai averages ~€4,360/m², Riga's resale market ~€1,360/m². A two-bedroom flat in Dubai costs about 3.5 times more.
  2. Gross rental yield is 7.5% in Riga and 5.5% in Dubai. The gap widens with apartment size.
  3. After a record 2025, Dubai is correcting: prices −4% and rents −6% in one quarter, with a new supply wave ahead.
  4. Dubai's growth rests on migrant labour with limited rights and on money whose origin international bodies have questioned for years.

Yields: Riga earns more on every euro invested

Global Property Guide puts Riga's average gross yield at 7.54% (October 2026) and Dubai's at 5.53% (May 2026) 34. Dubai wins only on studios. For a two-bedroom flat Riga gives 8.2% against 5.6%; for three bedrooms, 8.8% against 4.5%.

Gross yields exclude tax and running costs. In Latvia a private landlord can pay a flat 10% tax on rent; see our guide to landlord taxes in Latvia. Even after tax, Riga's yield stays higher in most segments.

Will property prices fall in 2027? Dubai is already correcting

2025 was a record year for Dubai: 214,912 sales worth AED 682.5 billion, up 30.6% on the previous year 7. The population grew by 7.5% to 4.58 million 8.

Since late 2025 the direction has changed. Cushman & Wakefield Core data show prices down 4% and average rents down 6% in Q2 2026. Apartment rents fell 14% in Downtown Dubai and 10% in Dubai Marina and Dubai Hills 1. Around 32,000 more homes are due in the second half of the year. Fitch warned back in 2025 of a correction of up to 15%, with about 120,000 units scheduled for handover in 2026 9.

Riga shows the opposite picture: house prices are up 11.4% in a year, 3.9% in Q2 alone 6. What could change in Riga in 2027 is covered in our Latvia property forecast 2027.

Who builds Dubai

Migrants make up 88% of the UAE's population 10. Their status is governed by the kafala system, under which the employer controls the worker's visa and residence. Human Rights Watch documents that almost all lower-paid migrants pay recruitment fees, often borrowing at up to 50% a year. Then come withheld wages, confiscated passports and a ban on unions and strikes 10.

In the US State Department's 2025 Trafficking in Persons Report the UAE is on Tier 2: it does not fully meet the minimum standards. The report cites debt bondage, passport retention and contract switching. Most domestic workers are outside the wage protection system, and confiscating a domestic worker's passport carries a fine of just AED 500 11.

For an investor this is not only an ethical issue. Cheap labour is one reason Dubai can build so fast, and that speed is what is now creating the supply wave.

What money flows into Dubai real estate

In 2020 Carnegie Endowment researchers Matthew Page and Jodi Vittori called Dubai's property market a magnet for tainted money, while stressing that most transactions are legitimate 12. In March 2022 the FATF put the UAE on its grey list and removed it only in February 2024 13.

Three months later OCCRP and more than 70 media outlets published “Dubai Unlocked”. The leaked data showed Dubai property owned by sanctioned individuals, fugitives, accused criminals and politically exposed persons whose official incomes did not match the value of their assets 1415. Transparency International found that 58 of 100 politically exposed persons from a 2018 leak still held property in Dubai 14.

The “success economy”: crypto coach, tarot reader, escort

Dubai sells not only square metres but an image: tax-free living, fast money, a new life. A whole economy has grown around that image, from crypto “mentors” to esoteric consultants. Even the local press covers it: back in 2010 The National profiled a tarot reader with an office on Sheikh Zayed Road who charged AED 300 for a 90-minute session. His explanation: “People here are looking for answers” 18.

The regulators see it. In October 2025 Dubai's virtual assets regulator VARA fined 19 unlicensed crypto firms AED 100,000–600,000 each for operating without a licence and breaching marketing rules 16. Since late 2025 anyone promoting goods or services on social media needs a state Advertiser Permit 17.

The US trafficking report describes the darker side. Most trafficking cases registered in the UAE involve sexual exploitation, and 9 of the 28 victims identified were children. The report also cites forced labour in online scam centres: in one case, 31 traffickers exploited 76 people 11.

Dubai can appeal on liquidity and growth. But in 2026 an investor there pays more, earns a lower yield and enters at the start of a correction. Money coming back into the EU from Dubai will draw extra questions in bank checks. Riga offers a lower entry price, a higher yield and a transparent environment.
